Swap, hampered

1)

"My neighbour owns a car repair shop so he will put the summer tyres on for me."

Could I also say:

"He'll swap the winter tyres over for summer tyres for me."

"He'll swap the tyres over from winter to summer for me." ? I saw this one on a website of some random car repair shop. It sounds a bit strange to my ears.

I know that there are other options but I'm curious about these sentences.

2)

When I was a kid, I only spoke a few words of German and my parents used to take me to Germany and Austria quite often. If I said this, would it sound natural?

"I was quite hampered by not knowing enough German, especially when I had to read restaurant menus." Is 'hampered' suitable in this case?
