SUVs are designed to be [rugged, off-road] vehicles

Many SUV drivers simply don't understand that their vehicles are not constructed like cars. SUVs are designed to be rugged, off-road vehicles which can be driven over rough terrain or through heavy snow.

I'd like to know if "rugged modifies "road."
