"suspended as many as 400 metres"

Hello, everyone! Emotion: smile
I'm not quite sure about the meaning of "suspended" here in a sentence:

"The latest extreme sport has been attracting tourists and risk-takers alike. It's a frightening hammock ride called 'Fantasticable', which uses nothing but gravity to propel people headfirst across a valley at amazing speeds of up to 110 kph. You're fixed to a metal wire which connects one mountain summit to another, across a deep valley below. The idea is to fly between them on this wire, inside what one descriptions says is a 'glorified baby carrier'. At the highest point this carrier can be suspended as many as 400 metres off the ground. But what's the point? Supposedly it is intended to recreate the excitement of real flight. In fact, one ride in Italy etc."

What is the meaning of "suspend" here?
And does "as many as 400 metres" mean "up to 400 metres / 400 metres maximum"?

Thank you very much Emotion: smile
