Surprised She Is/Was/Should Be

I believe all of the three examples are possible. Would somebody please help me see the nuances?

[1] I was surprised that she was actually the type to go to such lengths.
[2] I was surprised that she is actually the type to go to such lengths.
[3] I was surprised that she should actually be the type to go to such lengths.

Thanks,

Hiro
