surprise (personnel) selection

Say a prime minister announces his
new cabinet members. There listed are
some people who anybody had little expected.
Could we call this 'a surprise (personnel)
selection'?

We are more likely to say this is an unexpected selection. Anon, why don't you join up and register if you are going to be visiting us a lot? It's nicer to help someone we can get to know.
