If a person's last name is one that they begin with a lower-case letter (de Kuyper, de Soto), what is the appropriate way to use the name at the start of a sentence?

De Kuyper says he never voted for the bill to support a toll on roads into Canada.

or

de Kuyper says he never voted for the bill to support a toll on roads into Canada.
