Can I say,

They are surfing Internet in the cybercafe.

I would say: They are surfing the Internet in the cybercafe Justification --> I'm going to surf the net ; I found it on the net . In the Korea Times, I found the title: Surfing Internet Via Mobile Proves Expensive More and more Koreans are getting ultra-cool handsets that allow them to surf the Internet... A title needs to be as short as possible, hence the absence of the definate article.
