I think the idea of access is to do with those websites that specifically give access or require some permission to access e.g. by password etc
Surf various websites, give me the idea of being able to surf websites, to move from one site to another without saying anything about being able to access non-accessible websites.

Hi guys,
To me, 'surf' suggests moving quickly from site to site, looking at them all briefly and superficially.
It also suggests doing this in a fairly random and unorganized manner.

I believe the image is derived from the way a person on a surf board skims casually to and fro over the surface of the ocean.
