sure

Hi
Please help me with this statement.

"I am sure you have noticed his hand writing in his vocabulary book to be different, ........"

My question: Does the person mean she/he knows that I have noticed the difference, or she thinks my observation is correct?

A knows the writing is different. A thinks B knows it too.

A: I have noticed that the writing is different.
B: Yes, I've noticed it too.

A: Have you noticed that the writing is different?
B: Yes, I have

A: Surely
