Superlatives please help

Which superlative is most suitable?

The wait is between 3-25 minutes.

How would one say:
The longest/most one has to wait after calling a cab is 25 minutes.
The shortest /least/earliest one could wait is 3 minutes.
The earliest the cab could arrive is 3 minutes.
