1. For buying milk shop A is the most expensive. ( I am comparing 3 shops)

2. For buying tomatoes shop B is the cheapest. (I am comparing 3 shops)

3. For renting an apartment Tokyo is the most expensive. ( I am comparing 3 areas)

These are in need of commas:

1. For buying milk, shop A is the most expensive.
2. For buying tomatoes, shop B is the cheapest.
3. For renting an apartment. Tokyo is the most expensive.

I would accept these in everyday conversational English, but not in careful written English.
