I haven't been able to find a definite meaning of that idiom. Ok, the sun's out bit clearly refers to summer, but at about guns?

It is a slang expression that refers to a mans biceps/upper arms, his 'guns'. So the expression means 'it's sunny, wear a short-sleeved shirt to show off your muscles to the girls'.

I saw this as a tag-line of the sequel film 21 Jump Street, a comedy. The poster showed the protagonists in the typical American beach parties.

It says literally what it means. Yes, you have to know that 'guns' is used metaphorically for biceps, but other than that, there's nothing that indicates "idiom".

Here's a real idiom: "kick the bucket" It means "die", and yet there is absolutely nothing in it that has to do with dying.

"Guns" means biceps. So, on a sunny day someone might say this to mean to wear a very short sleeved shirt so your biceps are visible.
