There are many summers. There is one every year. If you say in summer, it's enough to mean any summer, no matter what year. The weather is warm in summer. (in 2001, in 2002, in 2003, in 2004, ...)
You may add the if you wish, but it's not necessary: The weather is warm in the summer. (in the specific season known as 'summer')
