Q) What does "suite" mean in context?
I don't think it means suite in hotel.
Does it simply mean a lot of rooms or a room that includes a bathroom?

In the US, I think the only time we use suite outside a hotel is 'the master suite' in a home, which includes bedroom, full (+) bath and perhaps a walk-in closet.

I would interpret "suite" as "suite of rooms". If I had written it, I would have used "apartment" instead of "suite".

The condominium complex we had in Toronto comprised 693 suites. The management issued instructions to all owners regarding air conditioning maintenance and laundry expectations. This sounds like that--although pets were only allowed in main floor suites.
