Suite

I understand that "Suite" in a hotel means a set of rooms, especially expensive ones in a hotel. It is associated with a unit with a luxury feel to it. If a budget hotel has a set of rooms (a unit with some rooms), would you still call it suite? or would it be possible to call it apartment even though it is in a hotel?
