Suggests that S+Should+V

Please look at this question.

"Financial advisers suggest that setting aside cash for emergencies_____ it easier for the first-time investor to recover from losses.

The correct answer is "(a)makes". I'm a little confused on it because I've learned like this.
"When you want to use the verbs like insist,suggest,recommend,require and request", you should use a "that" clause and the verb inside the "that" clause together with an auxiliary verb of "should" inside. Definitely you can omit "should" inside "that" clause.".

According to this teaching of hers, It should be "(c)make", not "(a)makes".
Could you explain to me why "(c)make can't be a correct answer?

In this sentence which I've made, Is the meaning of "should" "have/has to" or " should better"?

I think its meaning "should better", but the others insist that it indicates "ought", so has to mean "have/has to".

My mother recommended that my daughter cleans her room(o)

Are both okay?
