Would he has suggested work. When to use the 'he has suggested or he suggested'. Would please explain?

Wrong. Would + has is impossible.

He has suggested it several times. (perfect tense)
He suggested it yesterday. (past tense)

I am thinking that both are possible, since the examples could be seen as present perfect and simple past. Am I correct? Or is there a preference?

Yes. Both "He has suggested" and "He suggested" are correct. If you mention a specific time when this happened, use only "He suggested". (Last week he suggested that I ask ..., but NOT Last week he has suggested that ....)

In that case you can use either one and your sentence will be grammatically correct.

Nevertheless, other factors in the context should be considered. For example, sometimes the context implies that an event happened at a certain time even though the exact time isn't mentioned explicitly.
