Suggest + to-inf?

I would like to ask if the last sentence of the first paragraph is grammatical.

"EU leaders also suggested to create a common http://en.wikipedia.org/wiki/Fiscal_union across the eurozone with strict and enforceable rules embedded in the http://en.wikipedia.org/wiki/EU_treaties."

Should it be "suggested creating" instead?
