Suggest me an idiom for this sitiation

Hi! I'm come here after a long time, but not after a "very" long time actually! I've come here to know about an English idiom which I know exist but I'm not being able to recall it. I'll explain you the situation, if you know an idiom for that situation or anything which resembles that situation even closely then please provide your valuable inputs on it. Thus is the situation: suppose somebody is trying to solve or trying to fix a problem where it doesn't exist. Googling is not proving to be helping in this matter so your inputs are of great importance to me.

Thanks Blue Roses for your comment. Unfortunately, it doesn't appear to be fitting in the situation or in the context I've in mind. If you understand Economics then this is the context for which I intend to use that idiom: a central bank is trying to contend rising inflation by monetary measures like raising interest rates "continuously" while ingoring the demand and supply side aspect completly.
