Suggest - gerundium or infinitive?

(1) "He suggested to go out."
or
(2) "He suggested going out."

What are the differences in the meaning?

The only difference is that the first one is ungrammatical.
You can say either of these:
He suggested going out.
He suggested *that [you / we / they / etc.] go out.

*That is optional.
