Is it allowed to use 'must' or other form of pushiness after 'suggest'?

I would suggest that the panel must examine the artefact.

I would suggest that the panel should examine the artefact.

Yes, and of your choices there, "must" seems the best option in my opinion. You could also say:

I would suggest that the panel be required to examine the artifact.
