Suggest

Hello,

1. I suggested putting the matter to the committee.

Here the suggestion is given by the subject 'I' , but for whom the suggestion is not clear.

Could anyone here please explain it?

In these cases we just infer "somebody", so your sentence has this meaning:

I suggested that somebody should put the matter to the committee.
