suggest

In American English,

? 'They suggested that he should rent a car' is in the subjunctive mood.
? 'They suggested that he rented a car' is in the indicative mood.

Am I Right?

What I want to ask is the meaning of the verb 'suggested' is variable as per in the subjunctive mood or in the indicative mood. I thought that in the subjunctive mood, the verb suggest means 'put forward for consideration' and in the indicative mood, 'state or express'. Am I wrong? Thank you for reading.

As the verb BE is the only verb in English that has a distinct past simple subjunctive form, there seems little point in worrying about whether a past simple form is indicative or subjunctive.
