Suggest

Hello,

1. I suggest that we go out to eat.

2. I suggested that we should go out to eat.

3. I suggest that he goes out to eat. --- Is this correct?

Why do we use "should" with "suggested" while no "should" with "suggest"?

Is the word "suggest" always used as "subjunctive"?
