suffixes -SIVE and - CISE

Hi,

Do I understand correctly that

(1) the suffix - SIVE is pronounced like "siv" (and never "-ziv"') in adjectives such as 'explosive'?
(2) the suffix -CISE is pronounced like "sais" (and never "saiz") in adjectives such as 'precise', 'concise', etc.?

(If there are some exceptions, could you please list them?)
