Does "suggestive" mean "having a meaning"? If so, why do you ever use 'suggestive'?Why not 'meaningful' would suffice alone?

It means, as AS told you, communicating a suggestion.

He gave her a meaningful look. (They share some secret - that the others around them are not aware of. They understand each other. She returns the same look.)

He gave her a suggestive look. (He wants to have a liaison with her. She averts her gaze and is very embarrassed.)

My problem is not 'look'. What's the difference between "certain suggestive features" and "certain meaningful features" in a picture?

Meaningful is a look that conveys a pre-understood message. Suggestive most likely conveys a message on the sexual side, perhaps even an invitation.

The noun does not matter.

Suggestive - suggesting something, referring to other thoughts or persons, presented partially rather than in detail, frequently of a sexual or risque nature.
