Such, what? Awful, bad?

I don't get the difference between what--such and awful--bad in these two examples:
    'What bad luck!'        'Such awful weather!'

Why can't I write:
    'Such awful luck!'      'What bad weather!'

Both sounds wrong in my ears, but it's still very easy for me to write wrong.. I appreciate your help!
