"...such things as discourage the..."

'The contracting parties recognize that negotiations directed to the substantial reduction of the general level of tariffs and in particular to the reduction of such high tariffs as discourage the importation even of minimum quantities are of great importance to the expansion of international trade.'

1) is the underlined 'such high tariffs as discourage' grammatical at all? I have never seen anything like it before...I would have written 'such high tariffs that would discourage'...what do you think?

I would "translate" it thus:

... the reduction of those tariffs which are so high that they discourage the importation ...
