Grammar

Such as in

Which are correct:
1-They failed to prevent such escalations of violence as in East Timor.
2-They failed to prevent escalations of violence as in East Timor.

3-They failed to prevent escalations of violence, such as in East Timor.
4-They failed to prevent escalations of violence, as in East Timor.
In the second couple "such as" and "as" are supposed to mean "for instance".
In the first they define a particular category.
I think the second couple work. I do not like "2" and think "1" is acceptable ("such escalations of violence as the one in East Timor")

Gratefully,
Navi.

To avoid any ambiguity, I think you need to change the basic structure of the second part of the sentence, which will also make it more natural: They failed to prevent escalations of violence like those in East Timor.
