Such a thing as free esl course for immigrants?

I married a young Chinese woman back in September and have a question regarding English language courses. She insists that there is such a thing as a free English course given to immigrants. I've never heard of this and she's only heard about it third hand so has no other information. Are there any free English language courses given to immigrants that I'm not aware of? Maybe government funded? Any information would be appreciated.

I don't believe there exists any government-sponsored course that's available nationwide, but there are numerous classes available everywhere, pretty much independent of each other, and some of them free. (And some of them from a government program?)
