Hi,
Please have a look at this:

Such a system, plus those in other central provinces, is good grounds for the preparation for the development of high-tech parks in the future

Is this sentence grammatical? Or should we use 'are' instead?

Hi Nessie I would say there is nothing wrong with the grammar. The the word "is" refers to the singular "such a system", but the use of "is" does seem a bit awkward when followed by "grounds". You could solve the problem with some rewording -- by saying, for example, "a good reason" rather than "good grounds".
