Such a complicated structure

Hello all.

Please could you help me with the following sentence? What would it mean if I changed the "ending"

-It confirmed that there were some cell phones calls made from Columbus when he would have had to have been (TO BE) in Bakersfield.

To be quite honest I hope I am not to meet this sentence in my life again. But still I would appreciate if you could explain me the difference.
