Substitute for ....

Lemon Verbena's falvor combines well with mint and stronger-tasting medicinal herbs to help mask their bitterness. Lemon Verbena is easy to grow and is a perennial in frost-free climates. In cold climates you can substitute hardy lemon balm for lemon verbena. Besides being a tea ingredient, an infusion of the leaves can be applied externally as a wash to clear acne.

--- I'm not sure I understand it. First it says that if there are no frosts then lemon verbena can grow in such a climate. Then it says that if the climate is cold instead of hardy lemon balm you can use (probably "grow" or "drink") lemon verbena. Does it make sense?

--- I understand that "hardy" above means "strong"?
