However, a search at Yahoo with:
"substituted with" bbc
gives many BBC articles with "substituted with," such as:

1301 BST: The second half gets under way with the noise level pumped
up once more. Hong Myung-Bo is substituted with Kim Tae-Young coming
on in his place.

This is not an example of "substituted with". It means (a) Hon Myung-Bo is substituted (b) Kim Tae-Young comes on in his place. This "with" means "in a situation in which".
Other examples:
They formed a committee, with Mr Brown acting as chairman.
A new agreement was reached, with Germany and France dicating the conditions.
