Substance/Drug Abuse

Addictions are largely problems of people who begin smoking, drinking or using other drugs before age 21. This is according to a report published by the National Center on Addiction and Substance Abuse at Columbia University.

Is "Substance Abuse" in the above equal to "Drug Abuse?" Thanks.
