Subordnating "that" twice in a row

Hello, I wonder whether if it is correct or if it would look weird to use "that" twice to introduce subordinating sentences, as when I talk of a requirement for a condition, e.g. saying:

"The requirement, that when this happens, is that it be done this way"

Or parahrased "if something is the case, the requirement is that..."

Yes, in this case, because we don't use "when that". Here's how to do it:

The requirement when this happens is that it be done this way.

Or you could rephrase:

When this happens, it has to be done like this.
When this happens, you have to do it like this.

Okay, thanks. I had this problem in another case before.

It was roughly like "it is a sign that being... that..." (something being the case is a sign for something else)
I decided for "it is a sign if... that..." instead. But what about the other version?

(I know one can use the description of a sign as subject, "being... is a sign that...". However it should be a valid emph
