In the following sentence, should there be a comma before the word and?
"When the wind howls and the rain falls, the children hide under their beds."
It seems like I usually see such sentences without a comma before and, but I can't articulate a reason why that would be correct.

The clauses connected by 'and' are only three words each. The reader can certainly understand that without the guidance of a comma. Besides, a comma after so few words often makes a text even more difficult to read.
