Submitted vs have submitted

Hi,

1. You submit the B form exactly as you have submitted the A form.
2. You submit the B form exactly as you submitted the A form.

Have submitted or submitted? I think that either works. The simple past is fine, but the present perfect will also do because there's no set time in the past.
