submit or submits?

i came across this sentence when i read the newspaper.

it says.

In resisting calls that he submit to the will of the elites by folding his government supported by humbler folk,
he is showing courage in defending a key pillar.

my question here is why should it be submit instead of submits?

it is a must to use the plural form of submit whenever the intending meaning to yield oneself to the power
or authority of another is in context?

Also, when do we use submits in context? please illustrate with some examples too. thanks =]

what is the definition of subjunctive? saw it quite often but got no clue to the exact meaning of it.

in your example, I demand that he show his passport.
should i use show or shows when both deem fit to be correct? so if i use either of it, i am correct?
