The Koplan Development Association is inviting all those that would like to submit a research paper to the 23rd Monthly Meeting ... No submissions will be accepted beyond the deadline.

Is "submit" in the above equal to "contribute to?"
And "submissions" equal to "contributions?" Thanks.
