subjunctives

Dear teachers,
Is it OK if in less formal contexts we use ordinary forms of the verb instead of subjunctive?
Ex: I recommend that he give up golf.(more formal)
I recommend that he gives up golf.(less formal)
and when do we use should?
Ex: I insist that the money should be available to all students.I would appreciate your thorough answer.thanks in advance.

I think that #2 would be acceptable in British English. Americans tend to use the pure subjunctive form with 'recommend' (as in #1).
