Subjunctive

Please someone help me to understand following sentence. The confusing part is "be they". After this I recognized that I don't have a good understand about subjective. Therefore please tell me what is a subjunctive and please let me know any links to learn this further.


Unlike rival international fairs, be they in London, New York or Maastricht, the Biennale has enormous popular appeal.
