Subjunctive?

I think this line is correct, but I can't explain why:
"This kind of crime should make the government REVIEW the gun laws."
Why is it 'review'? First I thought 'the government review the gunlaws' might be a noun clause. No--wrong. Then I thought it maybe it was subjunctive. No so sure.
I know it should not be an infinitive-to review and 'reviews'--just sounds wrong. What's the reason? I'd be happy if yo could explain!
