Subjunctive

The budget for education reflects the administration's demand that the money be controlled by local school districts.

Can subjunctive be used when DEMAND is used as Object (Noun)? In Most of the sentence ,i have noticed when DEMAND is used as verb it calls for a subjunctive mood eg : He demanded all be present.....

Please clarify
