Subjunctive

The budget for education reflects the administration's demand that the money be controlled by local school districts, but it allows them to spend the money only teachers, not on books, computers, or other materials or activities.

Guys,

Demand is used here as an object of the verb reflects, and reflects that does not demand subjunctive mode? So Why is this sentence in subjunctive mode?

The whole "that" clause is the direct object of "demand."
