Subjuctive or not

Hello!
Please tell me the meaning of the following sentence.

If he had time, he would read books.

(1) If had in the if-clause is the subjuctive,he has no time to read books,but (2) if it's a true past, he used to read books when he had time.

Which meaning is acceptable?
