Sentence:........include other cultural groups who were also subject to discrimination....would it be subject to or subjected to?

What does 'it' refer to, please?

Anonymousalso subject to discrimination
In my opinion it should be "subject to discrimination", likely to be discriminated against.
Others, though, might prefer "subjected to discrimination", made to undergo discrimination.
I find the latter anomalous, as I have explained elsewhere on this forum.
