Subject: Verb_ing or To verb?

We know that "Verb_ing" or "To verb" can be used as subjects in common sentences (S +V +O).

But are there any rules to decide when to use "To verb" or "Verb_ing"?

For example, which one is correct?

Both are technically correct. I can not think of any rules. It is more a question of common usage (of the "verb_ing" or "to verb" form) of a particular phrase or in a particular context.
