subject verb inversion

Which of the following are correct?
1. I know who he is.
2. I know who is he.
3. I know what he is talking about.
4. I know what is he talking about.
But I know #5 is incorrect.
5. I know what wrong is.
6. I know what is wrong.
Is there a rule governing whether there should be subject verb inversion in
the relative clause?

2. I know who is he.
3. I know what he is talking about.
4. I know what is he talking about.
#1 and #3 are correct. #2 and #4 are wrong though some people might say so.

5. I know what wrong is.

These are indirect questions, not relative clauses.
Neither clause type should have subject-verb inversion.
Direct questions are the ones with inversion (unless the subject is the question word).

Who is he? (Subj: he, Verb: is; direct question so verb, then subject: "is he")
