Subject Verb Agreement Plurals

I am confused as to why the following sentence uses "likes" instead of "like" even though it supposed to be plural?

"Neither the bus driver nor the passengers likes the new route" ??

In cases like this it is common to match the verb to the nearest noun:

Neither the bus driver nor the passengers like the new route.
Neither the passengers nor the bus driver likes the new route.
